New EU recycling logos: What manufacturers can expect with the PPWR

The EU Commission is getting serious about harmonizing waste separation.
The Joint Research Center (JRC) recently published the technical draft for a uniform EU-wide labeling system.

 

These new symbols are a central component of the upcoming EU Packaging Regulation (PPWR) and will fundamentally change the design of packaging throughout Europe.

 

What is the purpose of the new labeling?

Until now, many EU member states have used their own labeling systems, which has meant a high level of administrative effort for companies operating internationally. The PPWR introduces a uniform set of colored pictograms. In the future, these symbols will be displayed on both packaging and the corresponding waste containers in order to increase the separation rate through the use of identical imagery.

The system is largely based on the Scandinavian EUPICTO model, which is already being used successfully to educate consumers.

 

Schedule and transition periods

It is crucial for manufacturers to comply with the following deadlines:

  • August 12, 2028: Expected date for the mandatory application of the new labeling system.
  • Repeal of existing standards: Decision 97/129/EC on the current recycling codes will be repealed at the same time.
  • Sale period until 2029: Packaging with old markings may still be placed on the market until 2029, provided it was produced before the deadline.

The system is largely based on the Scandinavian EUPICTO model, which is already being used successfully to educate consumers.

 

 

Impact on product design

The changeover requires early adaptation of packaging designs. Companies must ensure that the color codes and icons used comply exactly with the EU’s technical specifications. Incorrect labeling may lead to distribution restrictions within the EU single market from 2028 onwards.
