Producer Responsibility Organization (PRO)
As an officially accredited Producer Responsibility Organization (PRO) – referred to in Germany as OFH (Organisation für Herstellerverantwortung) – ECOPV-EU acts as your legal representative and operational service provider.
We make EPR simple for you. On behalf of manufacturers and first-time distributors, we handle the entire process in accordance with current EU regulations and the German Battery Act.
Through your financial contribution and participation in our take-back system (OfH), we ensure the nationwide collection, logistics, and recycling of your batteries and fulfill all reporting and documentation requirements on your behalf.
Our Services
- For Retailers & Distributors: We support you in fulfilling your take-back obligations as a collection point. We provide you with the necessary collection containers and offer free pickup as well as proper disposal in accordance with the highest environmental standards.
- For manufacturers & first distributors: We assume your legal product responsibility: Through your financial contribution and connection to our take-back system (OfH), we ensure the nationwide collection, logistics, and recycling of your batteries and fulfill all documentation and reporting obligations on your behalf.

1. Legal Representation & Compliance
- Registration Service: We handle or assist with the mandatory registration of your battery types (appliance, vehicle, portable, or industrial batteries) with the competent authority (stiftung ear).
- Assignment of an OfH: Starting January 15, 2026, manufacturers must assign an approved OfH to each registration. We ensure this proof of compliance for you.
- Legal certainty: Continuous adaptation to current legislative changes (e.g., CO2 footprint reports or the upcoming digital battery passport).
2. Financial Management & Cost Coverage
- Financial security: We manage the fees you pay to cover the costs of collection, transport, sorting, and recycling.
- Cost efficiency: By pooling resources across many manufacturers, you benefit from optimized fee structures for nationwide take-back.
3. Operational Returns & Logistics
- Comprehensive collection network: We ensure connections to collection points (retailers, municipalities, businesses) so that your take-back quota is met in accordance with the law.
- Logistics management: Organization of ADR-compliant transport of used batteries by certified logistics partners.
- Provision of containers: We equip collection points with suitable collection boxes to ensure that batteries are returned to the material cycle.
4. Documentation & Reporting
- Volume Reporting: We handle regular reporting to the authorities on the quantities of batteries you place on the market, as well as the actual quantities of used batteries collected and recycled.
- Proof of Recycling Rates: We guarantee and document compliance with the legally mandated recycling efficiencies and material recovery rates.
- Self-inspection reports: Preparation of the legally required inspection reports to ensure compliance with manufacturer obligations.
5. Information & Education
- Consumer Information: We fulfill our obligation to inform end users about return options and the importance of separate collection (e.g., through informational materials or campaigns).
- Safety Instructions: Provision of technical guidelines for handling damaged or hazardous batteries at collection points.
