The transition from VerpackG to PPWR: What will change?

The German Packaging Act (VerpackG) currently regulates the obligations of all those who put sales packaging into circulation.
From August 12, 2026, the EU Packaging Regulation (PPWR) will standardize this framework across Europe.

For you, this means that the basic obligations (registration and licensing) will remain in place, but will be supplemented by the PPWR with stricter design and recycling requirements as well as new manufacturer definitions.

Who is affected? The PPWR manufacturer definition (from 2026)

The PPWR expands the circle of responsible parties. Check Article 3 to see if you are affected:
• Producers & importers: First-time provision of packaging on the market.
• Private label owners: Products packaged under their own name/brand.
• Online trade & distance selling: Direct shipping to end users in other EU countries.

• 💡 Micro-enterprise regulation: From February 11, 2025, the obligation may be transferred to the packaging supplier for micro-enterprises, provided that the supplier is located in the same Member State.

Who is considered an “end user”?

The PPWR makes a clear distinction between:

1. Private consumers: Households that use the product.
2. Professional end users: Companies that use the product commercially but do not resell it.
Important: As a product filler, you are generally not an end user of the packaging material, but are responsible for its disposal and recycling.

Is PPWR the same as the Packaging Act?

Not quite. The Packaging Act is the current German law. PPWR is the future EU regulation that harmonizes the rules across Europe and will apply directly from August 2026.

 

Do I need to take action now?

Yes! The registration requirements with the Packaging Register (ZSVR) already apply today. In addition, supply chains and packaging designs must be adapted to the new PPWR recycling quotas by 2026.
