Since January 1, 2020, there have been significant changes in Poland’s waste management regulations that affect all companies dealing with waste. The central element is the BDO register, a digital database in which all relevant companies are registered.
What Has Changed?
1.Digital Registration: All companies that produce, transport, manage, or sell waste must register online in the BDO register in Polish since early 2020. For Polish companies, registration is done at the respective Voivodeship Office, while foreign companies register centrally in Warsaw.
2.Abolition of the Paper Card:Before 2020, waste transfers were documented on paper. Since the introduction of the digital system, the paper card has been abolished. Instead, companies must use an electronic waste transfer card to legally hand over waste.
3.Obligations and Documentation: Companies are required to properly keep all necessary documents and proof related to waste. Registration in the BDO register is mandatory, and the BDO confirmation must always be carried along during waste transport.
4.Penalties for Violations: Penalties for non-compliance with the new regulations have been significantly increased. Fines can amount to up to 1,000,000 PLN (approximately 220,000 €). Failing to keep the required documents or not carrying the BDO confirmation during waste transport can lead to substantial penalties. In serious cases, imprisonment is also possible.
