Why was the EUNR established?
The EU Packaging Regulation (PPWR) establishes a uniform legal framework for all packaging obligations in Europe. But a regulation alone is not enough—what matters is how it is specifically interpreted in each country.
This is precisely where the problem lies: differing national interpretations create legal uncertainty, distort competition, and impose significant compliance burdens on companies operating in multiple EU countries.
What are the specific objectives?
The EUNR pursues several clearly defined objectives:
- Uniform interpretation of terms: Terms such as “manufacturer,” “importer,” or “types of packaging” should be understood identically across Europe.
- Regular exchange of experiences: National registers exchange information on registration procedures and the implementation of the PPWR.
- Recommendations to the European Commission: The network develops proposals for implementing acts and reporting obligations.
- Prevention of non-compliance: Better enforcement and market surveillance are intended to prevent companies from evading their EPR obligations.
- Fair competition: A harmonized framework is intended to create fair conditions for all companies subject to registration in the single market.
A well-known model
The idea is not new: In the field of electrical appliances, a similar initiative – the European WEEE Registers Network (EWRN) – has existed for years, launched by the German EAR foundation.
The EWRN has already published guidelines on the WEEE Directive – but their binding nature is limited, as not all EU member states are participating and there is no formal EU endorsement.
The EUNR is launching with 16 member states – a solid foundation, but not yet full coverage. Whether the network can live up to its ambitions depends largely on how many more countries join and whether it succeeds in becoming more firmly anchored in the EU legal framework.
