On July 10, 2026, the Bundesrat adopted the new Packaging Law Implementation Act (VerpackDG). The German Bundestag had previously passed the law in its third reading on June 11, 2026.
Following its publication in the Federal Law Gazette on July 17, 2026, the law is now in effect.
The VerpackDG will take effect on August 12, 2026. It ensures the national implementation of the EU Packaging Regulation (PPWR), which takes effect at the same time.
An overview of the key points:
- Change in legislation: The new VerpackDG completely replaces the old Packaging Act (VerpackG).
- EU compliance: The national legal framework is precisely aligned with the directly applicable EU Regulation (PPWR).
- National Enforcement: The VerpackDG governs responsibilities and obligations in Germany, such as registration with the Central Packaging Register (ZSVR).
As of August 12, 2026, the European Packaging Regulation (PPWR) will apply directly in all member states. The German Packaging Act (VerpackDG) supplements it where national enforcement structures are necessary to avoid legal conflicts with the old Packaging Act.
Affected companies must urgently assess how these new requirements will impact their internal processes, packaging design, supply chains, and their extended producer responsibilities (EPR).
