PPWR 2026: The clock is ticking for the packaging industry!

The EU Packaging Regulation (PPWR) will take effect on August 12, 2026. The EU’s goal is to reduce waste by 15% by 2040. For companies, this means a radical transformation – from product design to logistics.

Those who fail to act now risk facing massive compliance issues starting in the summer of 2026.

We are your external compliance manager for the current German Packaging Act (VerpackG) and the upcoming PPWR.

The PPWR Roadmap: What’s important and when

  • August 2026: Mandatory EU Declaration of Conformity, strict PFAS ban, and new heavy metal limits.
  • 2027: Mandatory EPR registration per EU target country and local authorized representatives for foreign companies.
  • 2028: Introduction of EU-wide standardized sorting labels and harmonized pictograms.
  • 2030: Stricter recycling requirements (Class C), minimum recycled content requirements for plastics, and a strict ban on empty space (max. 50%).
  • 2038 / 2040: Tightening to Recycling Class B and a recycled content quota of up to 65%.

The Key Leverage Points for Businesses

  • Recyclable Design: Packaging must be designed to be recyclable from the ground up.
  • End of Single-Use Items: Starting in 2030, small packaging items (e.g., hotel shampoo) and plastic bags for fresh fruits and vegetables will be phased out.
  • No More Deceptive Packaging: A maximum of 50% empty space is permitted in shipping and transport packaging.
