August 12, 2026 marks a milestone for packaging compliance in the EU: The EU Packaging Regulation (PPWR) becomes mandatory as of today. The first obligations for companies take effect immediately – with others to follow on a phased basis.
What takes effect today?
- EU Declaration of Conformity: For affected packaging, proof of compliance with the applicable PPWR requirements is now mandatory.
- Technical Documentation: Material composition, hazardous substances, and other relevant documentation must be provided in a structured format.
- PFAS & Hazardous Substances: New restrictions on PFAS apply to food contact packaging. Requirements regarding heavy metals must also be taken into account.
- Responsibilities: Manufacturers, importers, suppliers, and distributors must be aware of their respective roles and the resulting obligations.
- EPR remains in effect: National registrations, volume reporting, and other EPR obligations are not replaced by the PPWR.
- Cross-border distribution: Additional obligations – particularly regarding the appointment of an authorized representative – may apply to companies not headquartered in the respective EU country.
What’s next?
The PPWR is a multi-year transformation process:
- Starting in 2028: Introduction of new, harmonized labeling requirements.
- Starting in 2030: Maximum void space of 50% for shipping packaging, as well as strict quotas for recyclability and recycled content.
